What are Edward Deming recommendation of management for successful Total quality management (T. Q. M.)

Professor W. Edward Deming makes 14 recommendations to management for successful Total quality management for sake of simplicity and quick comprehensive this 14 recommendations have classified into following 4 categories :
(I)  General recommendations:
1. Create consisting of purpose for improvement of product or service and aim of continuous improvement should be reflected in all aspect of organizational strategy. 
2. Put everyone in the company to work on the transformation. Have patience to accomplish the transformation. 
3. Adopt to new technology. 
4. Improve constantly and forever the system all production, quality and service,continous improvement is a competitive impartive. 
5. End the practice of awarding business on the basis of price tag alone. Do not drive price down at the cost of quality. 

(II) Recommendations vis-a-vis directing :
6. Adopt on institute leadership. Do not attempt control at the expenses of leadership. 
7. Breakdown barriers between staff arears. Develop high level of understanding to mutual problem solving, throughout the organisation. 
8. Drive out fear. Fear of loosing job or punishment produces losses. 
9. Stop to her angue workers. Eliminate slogans exhortation for the work force as there are evidence of failure to manage. 

(III) Recommendations of vis-a-vis staffing:
10. Institute training a pre condition for continuous improvement. 
11. Institute a vigorous program of education and self improvement. 
12. Remove barriers that rob people of pride of workmanship. Annual performance and merit rating are the biggest obstacles. 

(IV) Recommendations vis-a-vis  Controlling:
13. Build quality into product cease dependence on mass inspection. In fact, the greater the no of inspectors, the greater the no of defects.
14. Eliminate numerical controls for workforce, change systems to support and help to ensure that targets are matches.
